There are services that will take a "real FAX" and turn it into something
you can get over the Internet, or as an attachment to an email, but when
you are talking about an old-fashioned FAX transmission -- the plain old
phone line and modem are still needed.

As I understand it, the old fashioned FAXes were nothing more than a
graphic that was sent over the voice circuits. The "problem" you are asking
is that most FAX machines and FAX software still expect to "see" the
telephone voice network as part of the "process"...
