Telnet, ICQ and IRC are all different protocols that run over TCP/IP.
The *big* difference between them and email is that they require a "live"
Internet connection "right now"; email can be queued up and exchanged with
other servers in off-peak hours. So my guess would be that maybe you don't
have an around-the-clock internet connection.
It's true that nasties can't get to your system when it's not connected,
but such limitations are more often based on budgetary limitations than
security requirements.
