I had this happen to be a couple of months ago and its was
driving me buggy until I found the answer in the MS
Knowledgebase.  Hopefully you have an ESS sound card, and
therefore the same problem.  See the following article for the

Subject: [PCSOFT] Wave Files muted


About a week ago this weird problem started.  Any time I start my
computer the Mute box is checked in my volume control for Wave
files.  I have searched through everything and cannot find
anything that would be muting these.  I uncheck the box but the
next time
I have to reboot it's checked again.

Any ideas on how to fix this???  I miss my chimes when Windows
starts and it's just an irritation to have to go in and uncheck
it
each time.
