I clean out my 'cookies' file regularly (me being my suspicious self) and if
there it is an index, I would prefer to be able to edit or clean it out.

It's probably just an index to the cookie files in the same directory that
IE uses to find the correct file faster.  Is there some reason you need to
change the extension of the file?
