Possibly. Open Regedit, navigate to that section and see what it shows.
Often spyware will disguise itself to look like something really important.
So don't be fooled by any hi-falutin' names you don't recognise---like
"Important System Startup File". Check it out with google if need be.

Try it and see. Msconfig won't let you disable anything vital to the
system. You can always recheck it if it's needed by anything.
Don't be afraid to play around with your system. It's the best way to learn.
Oh---by the way---always state your operating system.
