Working with a new Gateway Solo 9100 laptop running Windows 98

Open Windows Explorer
Click on File menu option
There is not an option "New" to add folders or shortcuts
Also, right-click in right window for options - there is no "New" option on
sub-menu
Every thing else appears to be operational

TIA for any suggestions on how to correct this situation
