I had sent this question in before & it was listed for one day with one answer, that was not helful. Trying Again.  On each "new" bootup, IE cannot find the server. In Tools, Internet Options, Connections the button next to "Never dial a connection" is checked. I then check the button "Always dial my default", which is MSN. I then apply, OK & it works for that session. On reboot, I'm right back to " Never dial...." It worked OK for two years.
