A configuration error was detected in the CGI script; the SUB-TOP-BANNER template could not be found.

When I ran a virus scan I got this message:

"Virus Name:W32/Downloader.Dyfuca
Infected File: C:\PROGRAM FILES\INTERNET OPTIMIZER\ACTALERT.EXE

The Anti-Virus was unable to disinfect the file. Please delete this file."

When I try to delete the file I get a message saying I am not allowed to do so since it is a Windows file.

What shd I do?
