Ntbackup will do this, either as a single backup or part of a larger one.
I use The Personal Folders Backup from MS at:
http://www.microsoft.com/downloads/details.aspx?FamilyID=8b081f3a-b7d0-4b16-b8af-5a6322f4fd01&DisplayLang=en
You can set either of these for any frequency you choose, but only to a 
network drive or another folder on your HD.
Windows One Care or Nero Backup will backup to a CD, but I use a USB 
external drive.
