You cannot uninstall, or otherwise manipulate a file in use by Windows at the time.
I suggest you control/alt/delete and end task Spam Arrester, then try to uninstall.
Also you could run msconfig, uncheck files related to Spam Arrester, reboot and uninstall.

Could you tell me how to uninstall Spam Arrester? I tried to uninstall it and I am still left with Spam Arrester Configuration on my add/remove programs which will not let me uninstall it. All my email is going to Spam Arrester and I would like for it to go into Outlook Express. Thank you.
