The Flash technology asked about is the Flashing of a BIOS of a
motherboard, or Video Card, or IDE controller, or modem, or any number of
other things.  I'm not sure of sites that list information about it, but
basically it is a version of Read-Only Memory (ROM) that allows you to do
specialized writes to that memory to do updates, so it's similar to ROM in
that it's not normally updated, but still can be upgraded so it's not stuck
with old software.  In a few cases it's used for long-term no power
storage, since part of the similarities between ROM and Flash memory is
that it doesn't require power to keep what's in it.  The reason for not
using it generally is that's it relatively expensive and slow, especially
on writes.
