Some ISP's block port 25 for the SMTP server for sending mail. Try using 587
for smtp port assignment in Outlook. Here is a web site that speaks to this
issue.

  I can at least suggest why this might be.

  I live in Mountain View, where Google provides free wireless coverage.  I
have no trouble downloading incoming email from my ISP's server over this
connection.
  But when I want to send email back out through the ISP's server, I'm
blocked,because I'm not coming from my ISP's network, but from Google's.  
Traditionally, the most likely scenario for me to be sending through an
email server with neither the sender nor recipient on that server's network
would have been that I was trying to use it to relay spam, and so most
legitimate email servers block this pattern.
  So my suspicion is that sending via Comcast from your work is blocked for
the same reason.  You must send either via the company's email server, or
find a way to connect to Comcast's network.
