I would just reinstall Windows.  It should only take about half
and hour...  it should not effect your registry and it will replace
or add in any files required.  If that does not do it...  then
consider your registry corrupted or something in there at
has gone afoul.  In that case, I recommend deleting your
registry and all backups, reinstall windows and then all
your applications.  Max time on that should be an afternoon
if you have only a dozen to two dozen applications.
