I know this came up recently, but it's worth mentioning again, for the benefit of anyone who didn't see the previous posts.

If your Outlook Express window opens in full screen but seems to overflow the screen so that you can't properly see the scroll bars at right, or the number of messages at bottom left of the status bar, do this:

Open Outlook Express.

Click the 'Restore Down' button between the 'X' and the 'Minimise' buttons at top right.

Using the resize arrows, carefully drag and reposition the window until it's about 5mm short of full screen size on all sides.  In other words, you should be able to see a sliver of desktop beside all the window edges.

Now hold down the Shift key and 'X' the window shut.  Next time it opens, it should retain that setting. 

It seems that OE has a problem with correctly opening a full screen, but it will usually remember a lesser size.
