Hi Bill.
Not sure if you're referring to one of my posts - I don't recall one on this
subject.  However, I do have some info about it that might help.
For the last year or so I've been using a cleanup batch file that shuts your
machine into DOS and gets rid of all the junk in your TIF and cookies
folders.  It finishes with a Scandisk and reboots but it's quite
configureable if you want it to do more or less.

My understanding is that the TIF folder can't be properly cleared from
within windows, so the DOS approach is best.

The batch file is just one part of a 5 part cleanup suite I use, every 2-3
days, but it's quite ok to use on it's own.

Mail me direct and I'll send it to you - or if several folk want it, I could
post it to the group if it's allowed.

PS - The way that Windows manages the TIF and cookies folders is quite
complex - what you see is not always what you get.
