  There are freeware/shareware editors for bitmap fonts; I don't know
of any for TrueType.

  Anyway, what you need to do is create a font that includes a "1/3"
symbol.  Nobody else will have it, so you'll need to also find the
option that saves used fonts with documents IF you ever want to send
these documents to any other machine that doesn't have your font
already installed.

  This is more work than I would spend on it....
