 I doubt this product does exactly what your query asks, i.e., *.txt -> *.wav,
however; I have included a link to MS's Test-to-Speech tool page.  Perhaps
this is close?

It's stated/implied purpose is more in line with accessibility for eBooks, etc.
It is free, so you might want to experiment with it.
