I copied the file from the CD, and rebooted, but I still have arrows.
What else can I do?

Tweakui doesn't work to remove the arrows on your shortcuts if you have
an upgraded copy of shell32.dll. The security patches from MS include the
updated versions.
There is a registry hack, which has been posted, to remove the arrows. I
simply replaced the updated copy of shell32.dll with the original copy
from the Win98 CD. I got the idea from another list where someone else
had tried the replacement and suffered no ill consequences.
Each security patch from MS that you install will install the updated
version of that dll. Tweakui won't fix it. As far as I know there is no
fix for Tweakui.
My fix is simple......
Start/Run..... type in SFC..... in SFC select Extract one file from
installation disc...... type in shell32.dll...... extract to Windows
folder.
Done, arrows should now be gone (reboot may be necessary?)
