.And as you had said it ,that sooner or later the Weird guy might delete
the linefrom the autoexec.bat file and this I fully agree.

You could try this which *might* work for a while :
1. Go to the Windows/Desktop directory, and copy the .lnk file of the
desktop item to another directory. If you have named the desktop item
"abc", the file abc.lnk in Windows/Desktop could be copied to (say)
C:\Weirdo.
2. Add a line in your autoexec.bat file in the root directory of your boot
drive (let's say it's C:) as follows :-->
copy c:\Weirdo\abc.lnk c:\windows\desktop
That's it. Each time you boot, this icon will be back on the desktop.
That is, until your weird colleagues figure this out and delete this line
from autoexec.bat.
An alternative, or if you're on a network, create a one-line batch file and
run it from Start/Run each time you find the item missing from your
desktop. The line in the batch file will, of course, be :
copy c:\Weirdo\abc.lnk c:\windows\desktop
