The message may be an automatic "subscription" to the Netcenter newsletter
(I use that term very loosely), generated at the time of your first logon
with Netscape 4.5.
If this is, in fact, what the message is, it will probably require a trip to
Netcenter, to "unsubscribe" yourself.
I installed 4.5 not too long ago, and had no messages that were undeletable
(is that a word?). I have since uninstalled 4.5, using the uninstall
feature within Netscape. A word of warning; about the only thing that the
program uninstalled was the shortcuts. Most of the program remained on my
HD.
