Try Maxformat at http://www.alkonost.com/maxformat/
They say: "Note: The 1.72MB format is not compatible with Windows
NT/2000/XP, but the DMF1 and DMF2 (1.68MB) formats work under Windows
95/98/Me/NT/2000/XP."
There's a free trial version, after which it's $16. You can format several
disks from the trial version, the app isn't needed to read the floppies.
Note, though, it's noticeably slower when you use an exotic format.
