Sometimes when I click on a link, perhaps in my email (OE), instead of an IE window popping up, a title appears in my task bar and just sits there and flashes.  Once you realize that, you have to move the mouse down and click on it to get the window open.  This is getting incredibly annoying.  How can I fix it so the link I click opens as the active window on my screen?
