I tried this and it didn't help. Any other suggestions? I will say this,
it only happens with this one website. Any others I download from gives me
a choice where to save the file.

If you're using Internet Explorer:
Open IE/Tools/Internet Options/Advanced
Under "Browsing", check "Notify when downloads complete".
