Check your internet option or IE Internet Options and if the Internet Temporaries File Folder is set to 0 try changing it.
If I am correct you will not be able to do it and you will get an error that says to pick a number between 0 and 1.
If this happens check the following Microsoft Document "Q195163", which has a solution to your problem.

I've had an enquiry from a W98 client who reports that his IE 5.5 has
recently started taking a long time to do almost anything.
He admitted that it might have started back around the time he installed IE
6, then used the System Repair tools to remove 6 and reinstate his earlier
5.5 version.
I just got him to do the Internet Explorer Repair thing again, but to no
avail,
Short of a virus check, which he's done with Norton 2002, I can't think of
anything else he can do, except reinstall Windows.
Suggestions welcomed.
