Did you delete 7.0 BEFORE you loaded 7.1? That is a requirement!!
If you did not, then some elements of 7.0 are messing up 7.1. No need to
fear about losing bookmarks or address books because they are now stored
in a separate directory and can be imported easily.

Make sure all remnants of 7.0 and 7.1 are gone (use the Control Panel
Add/Delete to delete everything. Close windows then re-open and close
again to make sure the registry is clear.

Load 7.1. Establish your profile (same as before is okay).

Note: there is an unofficial Netscape FAQ site http://www.ufaq.org that
can provide you with a lot of answers to many questions that you may
have. There is also a monitored news server (secnews.netscape.com) that
has several groups under it. Sign up for netscape.netscape7.windows and
you can ask questions about Netscape 7. There are Netscape Champions
there to help us through the hard spots.
