If you are sure that nothing is running in the background (do
Ctrl-Alt-Delete to see if there really aren't any), the next best thing to
try is running scandisk in safe mode. In normal mode, you can also try to
shut down systray and leave only Explorer running in the close program box
(Ctrl-Alt-Del).
