The quickest and most effective way to speed up XP is to right-click My Computer\Properties\Advanced\Settings and select for 'Best Performance'
Second, use the info sheet here:
http://www.blkviper.com/WinXP/servicecfg.htm and follow the recommendations for altering the Services settings. There are 35 which can be changed, in the 'Safe' column, to 'Disable', from the default 'Automatic' or 'Manual'.
If you really want to take control of XP, change the View settings to Classic, with every folder opening in it's own window. Chop the size of the TIF (Temp internet files) folder to about 20MBs and cut System Restore down to a reserve setting of about 5%.
There are many others but these will produce the major benefits. I routinely carry out all of these tweaks on every system I build and they improve XP's performance out of sight.
