It sounds like your file association DDE is messed up.  I'm
 not on a Win 98 machine right now, but I know that the
 association has to be set up to pass the URL [or file name
 in DDE terms] to the browser when it is clicked.  If you
 can get to the file associations and see what is
 designated in the "open" or "opennew" actions for HTML and
 HTM file types it should have something designating "%1%
 either following the path to the iexplore.exe or in the
 DDE section.   If the %1 tells the browser to use the
 "clicked-on" name to be the parameter passed to IE to be
 opened.  If it is missing, the browser will open but not
 have a URL to act on.
