Uninstall the Norton program. This uninstall is a problem so you should go to the Norton web site and get instructions for completing it.   The Windows SP2 firewall does not stop things from going out, only from coming in.  Go to www.zonealarm.com and download the free Zonealarm firewall.  This is the best free firewall going.  YOu can then disable the Windows SP2 firewall, which is basically worthless.
