Error - template SUB-TOP-BANNER not found

A configuration error was detected in the CGI script; the SUB-TOP-BANNER template could not be found.

System Restore does not work in my computer.
Whenever I apply it via acessories/system tools, I get the following message,
" System Restore is not able to protect your computer. Please restart your
computer and run System Restore again"

I restart the computer, I get the same message again.
I hv lost the system/restore feature.
How can I get it back
