Right click the Norton Anti Virus icon in the system tray and select option 
disable Auto Protect", download and install your updates then right click
the system tray icon again this time selecting the option to " enable Auto
Protect"

Worked fine with me recently

How do I disable and then enable the Norton Anti-Virus program? This is
recommended by Microsoft Windows Update before downloading critical patches.
