SYMPTOMS

When you click Help on the Start Menu in Windows, the Help program may not
start. You may not receive an error message.

CAUSE

This issue can occur if the Hhctrl.ocx file is missing or damaged.

RESOLUTION

To resolve this issue, use System File Checker to extract a new copy of the
Hhctrl.ocx file from your Windows 98 CD-ROM into the C:\Windows\System folder.
