Haven't seen an answer to this one, but assuming Win95:

  1.Click the Start button and choose Settings, Control Panel.
  2.Double-click the Internet icon.
  3.Click the Connection tab.
  4.Place a check mark next to "Connect To The Internet As Needed"
  5.Select the Dial-Up Networking connection that you want the autodialer
to use.

   When *any* TCP/IP application is started, Dial-Up Networking will
automatically start.
