The way to add a line before a table when the table starts at the top of
the document is to:

1-  Place your cursor in the first position of the first cell in the table and

2-  Press "Enter".

A new blank line will appear above your table and the blinking cursor will
be ready for you to type a new line outside and above the table. If you
wish to insert the another table above the first, then you can also insert
it there also.
