It is more that "it can't hurt". In fact I would say that using hardware
firewall is "it can't hurt". Hardware firewalls protects you from ingoing
attacks but not from worms and trojans. And even if hardware
can block outgoing traffic of non-usual ports it can't stop
that some malware what You get from accidentally browsed
website don't send confidential information to someone.
Personal firewall is still strongly recommended.

No. Even if You upgrade to SP2 it is not adequate because
WinXP firewall still not check outgoing traffic.
