There are a couple of possibilities that spring to mind:
1. Some software may insist on installing only to C:.
2. Some software may include code that checks for sufficient space, that was
written when typical drives were smaller. There may be ranges in which a
large amount of free space looks, to this buggy code, like a NEGATIVE amount
of free space.
3. With some formats, at least, the number of files/folders at the root of a
drive is limited. It is possible to encounter this limit while there is
still plenty of "space" vailable on the drive.
There could be other reasons as well; without knowing what you're trying to
install and more about what's already on your drives, it's hard to guess what
the actual problem is.
