I just went to the MS knowledge base at
    http://support.microsoft.com/support/search/c.asp
and plugged in this information:
    STEP ONE ===  Office 97 for Windows
    STEP TWO === "Access can't start"
when I clicked GO, I immediately got back this article (and others)
that deals specifically with Dell PCs and Access.

There is a wealth of information available at this site.
I suggest everyone add it to their bookmarks/favorites.
