This is addressed in MS KB Article ID: Q195161. This seems to occur in
customized versions of IE and the fix involves a change to the registry.

On my friends computer, using I.E.5 and windows95, under internet properties
under general,where you could change the homepage,it is all greyed out,
meaning you can't access anything there like changing the  homepage if she
wanted to. What could of caused this and how can it be fixed? Already tried
re-downloading I.E.5 and it didn't change that. Would appreciate any help.
