I have a friend who had this problem for about a month.
We finally did a very aggressive Scandisk (DOS) from
Norton Utilities and it turned out he had one bad cluster near
the beginning of the drive. He has Win98se, so we allowed
the cluster to be moved.
(Not a good choice in some versions Win95.)
My sister (the computer wuss) had the same original problem
as you, but had just installed Napster. (Win98~)
Un-installing it cured her problem instantly.
