Icons are stored in many different places.
For an application the icons might be stored in the EXE itself,
in a DLL, or as individual ICO files.
Windows has four main libraries of icons.
C:\WINDOWS\PROGMAN.EXE
C:\WINDOWS\SYSTEM\SHELL32.DLL
C:\WINDOWS\SYSTEM\PIFMGR.DLL
C:\WINDOWS\MORICONS.DLL
When you click the CHANGE ICON button and input a new filename,
you will then see a graphical list of the available icons
within that particular file.
There are quite a few shareware programs (and maybe a couple
of freeware programs) that let you work with icons and icon
libraries. I fooled around with one several years ago but
don't remember what it was. Maybe someone else can suggest
a couple of programs for you.
