That depends on both the sophistication of the uninstaller program and
also how the program is used.

If you simply run the uninstaller and ask it to remove a previously
installed program, it can make some fairly accurate guesses as to what
needs to be removed but it will still be unsure of some items.

BUT....
If the uninstaller has some type of MONITOR option which can watch (and
record) the installation of an application, then when you wish to remove
that application, the uninstaller will know EXACTLY what needs to be done.
