Does this happen for all DOS programs or just a few?  I had the same problem
with my SoundBlaster for a while but it was limited to only a few programs.
 The
others accepted changes to the volume made by the Creative equivalent of
your SETVOL command.  I finally found a little hardware volume control at
CompUSA that fits between your sound card and your speakers.  I had to take
this route because the SoundBlaster 64 has no manual volume control like
the SoundBlaster 16 did.
