Greetings Basem and other inhabitants--

It is just possible that a repair of Internet Explorer may help
in your situation.  [Disclaimer: I run XP Pro and have not yet had
to try the following procedure with that operating system.] When
my parents were unable to get to the log in screen for their online
banking, I opened Control Panel, then Add/Remove Programs, then
highlighted Microsoft Internet Explorer 6 SP1 and Internet Tools, then
clicked "Remove".  This brought up a dialog with three choices: Remove
Internet Explorer, Restore a previous configuration, Repair Internet
Explorer. I chose the Repair option, and allowed the computer to execute
the repair procedure.  When this completed on my parents computer
[IBM Aptiva, AMD-K6 300, Windows98 SE], they were again able to use
their online banking capabilities.  Their symptoms (not being able to
get to the login screen, in particular) sounded very similar to yours.
