Thanks to all those who wrote in.  Several people said there may be 2 or
more Sendto folders, which turned out to be correct.

Seems that the Default one can't be configured. I found another Sendto
folder in the users default settings folder, and now the shortcuts work
fine in the Sendto menu.

Seems the Default Sendto folder is only for the built-in system sendto
items. Although added shortcuts will appear there, they don't work, for
some strange reason.
