To my knowledge you can find these settings in tools in Outlook...if not
then you will have to give up using the preview pane...

  As I understand it, the preview pane uses much of the same code as
Internet Explorer to render the message on the screen.  Some of the
bad things that could happen to you by visiting a hostile site (but
fewer than it used to be!) can happen to you by displaying an HTML /
JavaScript message in the preview pane.
