It's believed that ZoneAlarm is the cause. http://support.microsoft.com/support/kb/articles/q297/7/25.asp.  There are posts on the web attesting to this.  A cursory search at www.zonelabs.com for  "VSDATA95" turned up nothing other than uninstall routines for the app.

  Get "Page Cannot be Displayed" message trying to access any URL, Win98,
  IE5.5. Checked all settings with ISP tech personnel, not help. Get
  connected, but do not access URL. Tried Netscape as well as IE, same
  results. When uninstalled Dial-Up Networking, to reinstall, got error
  message

  "Invalid VxD dynamic link call from VSDATA95(01) + 00014EE8 to device
  "0028", service 800A. Your Windows setup configuration is invalid. Run
  the Windows setup program again to correct this problem."

  Reinstalled Windows several times, over the top, same error message.
