The only way I ever got it (FPE) was as a optional extra on the
older versions of MSIE.  (Browser.)
I think if you have a newer version of your browser than when
they used to give FPE away, the Browser might prevent you
from re-installing this part.  You could always try...

I always used the free part of NetScape (Composer), so I
had FPE but never liked or used it.
