I would like to help if I might be allowed to.
I just stretch a window to desired size, then hold down my Shift Key and
close the window. When reopened, mine remembers and opens the size it was
  when I closed it. I have Windows98SE

  | When I Save a file, the window is always small, in the middle of the
  | page. Is there an Options setting which ensures that the window always
  | opens full-page?
