I have used Tomsterdam in the past for such problems, and he has a detailed
explanation here:

 I turned on "View all files" and was able to
copy the OE files from the CD to my HP laptop in the appropriate Local
Settings file path.  Now I need help getting these files  imported into OE.
I tried importing from the copy location----C:\Docs and Settings\Michael
Williams\Local Settings\Application Data\Identities\big long alpha-numeric
string\Microsoft\Outlook Express and was not able to.  I tried importing
messages, using both import from an OE6 identity and from an OE6 store
directory.  In both cases the import could not be completed because the
message store was in use by Outlook Express.  In summary: I have the OE
files from my old computer both on a CD and  in the store location on the
laptop.  How do I get the files into OE on the laptop?
