  Win 95 and newer introduced a feature where if you shutdown with
Windows Explorer open, it will reopen to the same path when you boot
back up.  If you close Windows Explorer before you shut down, that
shouldn't happen.

  There are also cases, though, where registry entries can cause
behaviour that you might be describing.  I recall that at one point
there was a quick fix circulating for some urgent virus which,
instead of deleting a registry key corrupted by the virus, was just
blanking it out -- and would CREATE it, blank, if it was not present.
I don't recall the specific key, but having it blank would cause an
Explorer window to appear on reboot, pointing I believe at the
"system32" directory within Windows.
  Does this sound like something you might recently have installed?
